You can consider making small purchases on the App Store, Apple.com, or any other Apple service to empty or reduce your balance. If your balance is too low to make any purchases, you can contact Apple for support and they'll be able to empty your balance!

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
