In Mail on macOS the messages count for my archive shows 155k messages, but on the web iCloud shows the correct number which is 361k. The Account Info within Mail on macOS also shows the correct number as seen here in this screenshot.
Why doesn't Mail display the correct number of messages in the archive folder when the information is correctly displayed within mail through the Account Info screen?

If you view the mail activity, does it show it's downloading emails? It could be that the emails are still in the process of syncing over: View Mail activity on Mac - Apple Support

Do suggest using an Ethernet Cable to Router for best and stable Connections and speed ( if not already doing so )

Yes there's nothing happening in activity, no ongoing syncing or process.
The discrepency still exists between the number on iCloud and the number in the Mail app, even though it's all iCloud, no local folders. (I've since sorted through and deleted quite a few emails locally in the iCloud account on Mail. So the number showing in Mail is now smaller.)
Mail seems to think that it doesn't have local copies of 183,683 emails which are on iCloud but not locally synchronized.
I've tried "synchronize iCloud" to sync the account in Mail and it makes no difference.
The local folder ~/Library/Mail is only 26.71 GB but iCloud says I'm using a total of 51.48 GB for Mail only. So there's a lot of data that is on iCloud but not local in Mail.
How do I fix this?
An update... Here's the status after the rebuild completed. Unfortunately even though it kept showing that it was downloading hundreds of thousands of emails, the number displayed in the Mail app still doesn't match the number in the Account Info window, or the number on iCloud on the web.
However the ~/Library/Mail folder is now up to about 44.5 GB, so it's much closer. So it appears to have downloaded more emails locally, but not updated the display number in the Mail app. I've restarted app and OS, etc.
The mystery continues...
This is going to take some time because of the Huge Number of e-mails to index
Thank you, I would do that but I know how that goes - the first people I talk to will actually know less than I do about macOS. I just can't spend hours and days trying to get to someone who knows more and actually suggests more than restarting, safe mode, etc.
