I can use the ipad but to i want to get rid of the other owners apple id but i cant get in contact with them and when i go to find my it asks for the apple id password and i dont know it can someone tell me what to do please i spent 130$ on it at a reseller

There is nothing you can do without the sellers password. You won't be able to remove the iCloud account without it, and if it ever becomes disabled you won't be able to regain access to it at all.
Keep trying to get in contact with the seller, there's nothing else you can do.
Go back to the reseller and ask for a refund. The activation lock is an anti-theft measure.
