If your iPhone is running iOS 12.5.5, that is the end of the update road on this model.

You will need a good WiFi connection with Internet access for any updates. One exception would be a new iPhone with a 5G connection.

If the phone is actually an SE (there is no such thing as a 5SE), then an update to iOS 15.5 is supported.
