Usually those types of issues are a hardware issue with the built-in display assembly which will need to be replaced and repaired by Apple or an Apple Authorized Service Provider. You can confirm the diagnosis by connecting an external display and enable mirroring. If the issue only appears on the laptop's built-in display, then the laptop will need to be repaired.
