Apple TV airplay without wifi
My internet is out for the week. Can I airplay from my iPhone to watch shows on Apple TV? I tried connecting my Apple TV to my iPhone hotspot but it does not show up as a choice

You can do airplay without an internet connection but it will normally require wifi. Now, you can still use it for 2 devices on separate networks using peer to peer airplay, but it will need BT enabled for discovery and then wifi to create an ad-hoc link between the devices. Don't think it would work if there is no wifi available. Even then, you would be limited to your own content that is stored on the device.
If you have purchases they will require internet as they need to ping the server for authentication. For video subscription services that typically only support casting for the streams (downloads are for viewing on device only).
