Problem with creating documents for sharing

It's not the first time I've noticed the problem.

I make a table in Numbers. I want to give access to other participants, but the waiting indicator will spin for a very long time and nothing happens.

Then I go to the Finder and see that the file is not uploaded to the server. And it may take a few days, and it will never be loaded.

At the same time, if I go to iCloud through the site and upload a copy of the document there, it appears in Numbers on my computer after a while (again not immediately, but after a long time). That is, from the site I can give a link in a few seconds, and the file on macOS can wait for several hours/days.

In my opinion, this is not the right work of iCloud, but there is space there, there are no restrictions. What's the problem, what works so badly?
