How do I report this device stolen to Apple so that it can no longer be used. Yes, I've filed a police report and changed my appleid password.

MacBook Pro 16″, macOS 11.6

Apple does not run a service for lost devices, excepting Find My. If you have Find My turned on, you can put it in Lost Mode yourself (Put your device in Lost Mode - Apple Support). Otherwise, you can ask your carrier to disable your account so it cannot communicate.
