What is the setting in Preferences where you can toggle the front most app to follow you around every time you open a new Workspace? I'd like to open a new Desktop without the frontmost app appearing every time.

Navigate to the preferred Desktop you want to assign a specific application to.
Control - Click the application icon on the Dock.
Options > Assign to > All Desktops or This Desktop.
Nb. You can set multiple applications to a specific Desktop.
