Add row not working

Using Mac Numbers on Monterey and holding alt plus down key doesn't add a row in numbers it simply highlights the column and row in green. Indeed if I just hold the alt key it does the same thing. Any ideas what is wrong please.

The key combination to add a new row (or column) is:

<option>+<down arrow> = add new row below selected row

<option>+<up arrow> = add new row above selected row

<option>+<left arrow> = add new column to the left of selected column

<option>+<right arrow> = add new column to the right of selected column

I'm not sure what keyboard you're using. The mac keyboard has the following keys to the left of the space:

<control>

<option>

<command>

I have a Mac silver keyboard with numbers pad. I am using the option key plus down arrow. On my keyboard the option key is marked alt. This worked fine and still does on other spreadsheets I create but for some reason not on a sheet I am currently working with. I have obviously set something on that sheet that causes this issue but I cannot see what this is.
