i am running multiple displays on a 2018 15" macbook pro and I seem to have a refresh issue where my mouse doesn't travel smoothly across the displays when 1 or more programs are running. is there a way to confirm if this is a hardware or display setting problem? i have (2) ASUS VGA245 displays connected by HDMI cables through a Mokin 12 in 1 Thunderbolt 3 hub.

The problem you describe is extremely unlikely to be acted by hardware issues. Screen refresh is done by a (mostly hardware) automaton.
mouse cursor position updates are done at low priority in the background. When the mouse stutters across the screen, it is usually because there are no more CPU cycle to be had for additional updates.
This can be an indication that you are running virus scanners, optimizers, cleaner-uppers, speeder uppers or similar useless software on your Mac, using up all available spare CPU time.
or possibly by an extension conflict, or File syncing issues.
or it can be an indication that you are computing, as fast as your computer can go.
