What is your model Roku? Is it listed as a supported model? List of Apple TV app-supported devices - Apple. All Roku models except the oldest should be supported.

Once you have downloaded the app, then open that app on your device, and sign in to the app through the in-app Settings (sprockets wheel icon) with the Apple ID account that has subscriptions or purchases.
If sign-in fails, then there might be something incomplete or unverified about your new account. Your Apple ID accounts needs full user details, a verified email address (respond to test message), and a valid payment method.
