For a child under 13 (or in a country where your offspring is considered to be a child) you will have to contact Apple:

If you do not find it, select a different topic and work you way down to any option that results in a telephone or chat request.

I found the area where I could do this, and I made the change, and I was told the account owner (me) would need to approve. I never received the email to approve the change. Any tips on where this email would go, or how to fix that?
Yes, I've checked all the mail folders. I also checked my gmail, all folders. Then I changed my notification email to my husband's work address. He did receive the verification email to make this change, and I received the notification that it had changed. I tried the birthday change again, and he never received the email to approve it, in any of his inboxes, including junk.
I see elsewhere that Apple likes to say this is the fault of the email provider, but it seems like the email is not being delivered for some other reason...
I have never needed to do this but from reading the document no email is involved. I believe in most countries you can do this when an account is considered not to be a "child" account, i.e., over 12. In that case no special permissions should be required.
Also, is Apple trying to send you a notification by some other means? Do you have notifications turned on for your account?
If it's a problem with you receiving emails then many reasons for that could well be outside anything Apple can help you with. Junk mail filters or other filtering services that Apple has nothing to do with, etc. However, it wouldn't hurt to call them if this is something you cannot resolve on your own.
Did Apple provide a solution?
No; I've just been googling and ending up back in communities. Is this something they will even help with?
