Is it illegal for a 14 year old to have an Apple ID account meant for people above the age of 18?

AppleIDs are not "meant" for any age. Technically, anyone under 13 entering an honest date of birth cannot make an AppleID for themselves, but a parent can make one for them (Create an Apple ID for your child - Apple Support).
If you're 14, you can make your own.
