Iam running os 10.13.6. Now it does not boot up. How can I run diagnostic both HW and SW

It really depends on the model.

How to use Apple Hardware Test on your Mac - Apple Support


If the machine is able to boot from an external hard drive, or internal, and you wish to evaluate a different volume you can try Disk Utility Verify Disk function to verify the hard disk is OK.

The "download" of an OS from a USB drive isn't quite the right terminology.


Mac OS 10.7 and later are available from the App Store as a download from the App Store.

Apple software update can update individual system versions to their highest version of their security update through Apple menu -> System Preferences -> Software Update.


If a USB drive doesn't boot up, it may be damaged, or too full. Apple's systems do not like drives to be over 85% full.


USB drives on High Sierra and above, get formatted APFS if they are solid state, and by 10.14 or later can only use APFS on all types of drives, although the initial format before installation can still be HFS Extended Journalled with Disk Utility.


10.12.6 and earlier only recognizes HFS Extended Journalled volumes.


High Sierra has the system requirements below:

Downloads imply getting off an external server computer data. Installations imply using local storage to create specific installations.
