My IPhone SE, 3rd Gen is inverting color of pictures in some apps. There is no ‘Accessability’ option under ‘General’ to correct inversión of colors. Please advise how to restore true colors. Thanks

Now Accessibility options aren't under "general" anylonger.
The new path is:--> Settings>Accessibility>Display & Text Size.... disable all options there (except Autobrightness at the very bottom). When done, restart your iPhone.

If you visit Settings > Accessibility > Display & Text size, does anything change if you turn off Smart Invert?
If you want to restore "true colors" as you stated, disable all options there and restart your iPhone. Then test each effect modification re-enabling each option.
