Locked out of iPad

Ipad belongs to my grandson that he forgot his password, we have sign in name though to get to reset the password it wants the phone number connected to account, which my daughter does not have that particular number anymore. I have reset to factory but again its coming up assigned to his email


What are my options now, PLEASE HELP
