You cannot “uninstall” a system software update. You can, however, restore your iPad to factory settings - a process which will fully erase and reset your iPad before installing a fresh copy of the most recent version of iOS/iPadOS supported by your iPad.


Restore your iPhone, iPad, or iPod to factory settings - Apple Support


Ensure that you have an iCloud or iTunes backup of your iPad before attempting the factory restore process - as unless you you a pre-existing backup, all data will be lost.
