If the photos are permanently deleted, then they are permanently deleted and also deleted from the Recently Deleted folder and from iCloud. You are not going to be able to retrieve those photos under these conditions.
The only way to retrieve permanently deleted photos is if you DO NOT use iCloud for Photos AND you have a computer backup of the iPhone from the time when all photos were available on your iPhone. If you have such a backup then you can restore your iPhone from it.
