After installing i0s 15.6.1, I have "cellular issue", and "needs update". resetting network, rebooting don't help. What to do?

It's my wife's iphone 11, after update to 15.6.1, we lost cell capabilities. I've talked to Verizon and Apple. Apple person said I'd be able to install a "cellular update" after backing up phone, but when I command-click on update, no choice is offered. Verizon says Apple's at fault. Except for cellular loss, every thing works.
