Cannot modify Files and Folders

I just upgraded to Monterey, and as expected have been dealing with permissions. There are a couple of apps listed in Files and Folders, but the +/- are grayed out even after I unlock -- so I can't add anything to Files and Folders.

I was, however, able to add a couple of items to Full Disk Access.

Any idea what is going on and what to do about it?

It is working as expected.

There is no + button in Files and Folders. If an application tries to save a file for the first time in some location, for example, in your Documents folder, you will get a dialog window to allow or deny.

Of course, “Full Disk Access” means exactly that, an application can save anywhere (provided that you, the user, have write access to that location).

Controlling app access to files in macOS - Apple Support

Thanks for the help!

To answer:

One of the apps in Files and Folders is Adobe Photoshop.

Problems were expected per my research into upgrading Lightoom/Photoshop. Lots of complaints about LR/PS not working initially due to permissions, and difficulty getting around said permissions. My LR upgrade also failed, and initial attempts at granting proper permissions failed. I eventually got it fixed, but was puzzled by what I saw with Files and Folders. IIRC, one of the "fixes" from Adobe was to use +/- to add to Files and Folders which as Luis says is not possible.
