How do I recover my Safari tabs on new phone?

Hi, I had my Iphone stolen and unfortunately I cannot double check whether the Safari backup was on but I’m sure it was. Nevertheless, I have just restored my data on the new Iphone and I’m missing all the tabs that were open on the previous phone. What can I do to get them back? Thank you

When you set up iCloud for Safari, your Safari bookmarks, reading list and open browser tabs are stored in the cloud instead of locally on your device. You can access that information on any device that is set up for iCloud and Safari, including your iPhone, iPad, iPod touch and Mac.
