I have a music library that I used to download all my music onto my ipod 4, but how do I access that music on my iPhone 5 or on my PC

IF that library isn't on your itunes on your computer already, then you need to purchase a 3rd party software like touch copy or phone view to move it over to your computer.
Then you can sync your phone to itunes on your computer.
