I am unable to turn off my iPad Air using power button and volume up or down

To turn your iPad off, you can quickly press Volume Up, Volume Down, then press and hold the Sleep/Wake Button until the Power Off slider shows on the top of the screen.

As an alternative, navigate into Settings > General > Shut Down.
