how do I set up a childs ipad id when I do not have a apple device to do it ?

You will need to set it up directly on the iPad. You will not be able to create an Apple ID for the child if they are under 13 years old.

You will need to create a regular Apple ID (with a birthdate set to over 13 years old) during setup, and then set up screen time and restrictions on it directly on the iPad.
