My Find pings my phone location even though it says my watch is there. It also says my watch is off line. Is it possible to ping my phone even if the watch isn’t there?

that explains a lot. right after I noticed it had fallen off my wrist, I went to My Find and it gave me a location where I was an hour before. So I went there but the watch wasn't there. I got home and it said that it was off line. I was at a golf course when I noticed it fell off. Is it possible because it was off line, that it didn't ping at the lost location? thanks much.
