If I download my pictures from my iCloud to my laptop or to a usb are the photos still on my iCloud ? Also if I use a new phone with new Apple ID can I sign in on the new phones and save the pictures as well?

Yes, when downloading the pictures you'e downloading a copy, the original remains in iCloud.
You can only have one Apple ID registered on your phone, so when you register your phone with a new Apple ID, you cannot access the pictures on the other Apple ID. You can try to set up family sharing between the two accounts tho
