Are new iMessage features available if I don't update to iOS 16?

No you can not edit your messages with out the iOS 16.

makes no differnce if the other phone in on on iOS 16 or not—

New features—

Update your iDevice - The current stable release of iOS including bug fixes, is iOS 16.0

Update your iPhone or iPad - Apple Support

No to both of your questions. If the other person does not have iOS 16 installed then:

1. They will not see your edits on iMessages
2. The sent message will not be deleted on their device if you use the "undo send" feature on your iOS 16 device.

For the above features to work correctly, both devices must have iOS 16 installed.
