See https://reportaproblem.apple.com/. Note some banking services may show an incomplete transaction as if it went through for some time before removing it. If your purchase was completed you should be able to download the content. Occasionally, for reasons unknown, new purchases may be hidden from the purchase history and can need unhiding before they will download.
