I upgraded to iOS 15.7 and do not have the option to upgrade to 16. I'm plugged in with full power, I have enough space, and I'm on an iPhone 11 Pro. I've tried restarting and resetting the phone without resolve. The software update screen says "iOS 15.7 iOS is up to date". Do you have any suggestions that would help make the update available?

It would be better if you can please re-post with a screenshot of the error that you see, in order to understand the phenomenon better. Images/pictures speak louder than words.
Please understand this is a public forum: While attaching a Screenshot, do not provide any personal credentials, such as IP address, Card detail, email id, apple id, IMEI number, Serial Number, Phone number, Order ID, if you are sharing a map ensure your location is not identifiable, etc.
With the limited information that you have provided, It is hard to even guess the problems faced by you.

Yes, iOS 16 was released on September 12 but that is not for iPads.
I am just asking how to remove or downgrade back to 15.6, where i would see that 15.7 and the choice for 16 again
Downgrading iOS or iPad OS is not supported.

Remove the ios 15 beta profile you have installed.
Have you tried using a Wi-Fi connection?

iPadOS 16 has not yet been released. You can't update to it until it has been released.
