Why is it that support.apple.con has no readily retrievable entries via Google where they admit iPhone will automatically and arbitrarily delete your oldest photos EVEN WHEN you’re paying EXTRA for iCloud storage??? These are cherished memories that are being LOST. The money I pay for extra iCloud storage should preclude me having to purchase third-party software to retrieve/restore photos that should have been protected via iCloud backup?

I don’t need the policy answer, I need real answers and solutions. No, my photos are being systematically deleted starting from the oldest — which happen to be the most cherished — without any action whatsoever on my part nor on any other device linked to my iCloud.
If you delete an image on your device, or any iCloud-connected device, it also deletes in iCloud. You can recover from your backups or from original sources.
And why don’t they provide REAL SOLUTIONS to this problem???
Since you've provided absolutely no information on how you have this configured re: iCloud photo library, photo stream, etc. it's impossible for us to guess what might be happening.
