Ask To Buy & Family Sharing not working

Hello

as the title suggests, despite checking the settings on my phone and my child’s, the Ask to buy function is not working. Moreover when I download a game on my phone then try to download the same game on my child’s phone, we still see the Ask to buy button appear. This is not supposed to occur as we have family sharing and have paid subscription to AppleOne. The device in question appears on my phone and we are signed in to the correct AppleId.

please assume that we have checked settings, downloaded latest software, powered off the phone, then back on, turned off Ask to buy then turned it on, etc. Still not working.
