watch and new iphone14

Since getting the new iphone 14 I cannot get my watch and phone to pair. When i go to the watch app on my phone and try to connect to existing watch is always says unable to connect

Did you unpair the watch from your old phone first?.

What setup method did you use for the new iPhone? During Quick Setup mine asked if I wanted to pair with my watch and when I said yes it did so.
