Are you able to use the Control key to get other Contextual menu items in the Finder?

If not, you may need to change your mouse or trackpad preferences. The F key modifier setting can also sometimes affect other commands in their ability to work.

If you're not getting this in the Bookmark sidebar

then try booting into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.

NOTE: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files

If you have a wireless keyboard with rechargeable batteries you should connect it with its charging cable to assure a boot into Safe Mode or the Recovery volume.

Do you have a right mouse button capable mouse? Sometimes I find these things work better with a right mouse button than trackpad.

When I CTRL click on a folder as long as it has more than one website, I get the correct function.
