Preference Panes gone in Mail 11.5

In Mail 11.5, when choosing Mail > Preferences, all preference panel icons are missing, and only the Accounts preferences panel is displayed.

No unfilled pill shaped icon to expand the windows as suggested in a 2007 answer to the same problem on Mail 2.1


Any suggestions?

Start with this...


Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
