Phone goes straight to voicemail

This can happen if:

1. You have your phone on do not disturb
2. You have silenced unknown callers - Settings > Phone > Silence Unknown Callers

Is the phone powered off? If so, it wont ring. So, is this a lost phone that you are trying to dial?
