Which cable should I buy to connect my IPad to my TV which has a USB2 port?

Assuming that you wish to play video from your iPad on your TV, you’ll not be able to do so using a ordinary USB connection. If your TV supports AirPlay2, you can connect wirelessly. Otherwise, to use a cabled connection, you’ll need an Apple USB-C Digital AV Multiport Adapter and a certified HDMI cable.

Other third-party USB-C to HDMI adapters and hubs are available, however, very few support HDCP (High Definition Content Protection) - without which you will not be able to display the majority of streamed video content.
