Why can’t I sign out of my Apple ID?

I keep trying to log out of my iPhone Apple account and it doesn’t let me click on the sign out button. What is going on? I have been noticing a lot of weird things with my entire account

iPhone 13 Pro Max, iOS 15

You may have Screen Time Restrictions set to ON.

Open Settings  Screen Time  Content & Privacy Restrictions  Account Changes : Set this to ALLOW

Secure your Account:

If you've noticed weird things going on in your account, then (A)verify your devices, and (B)secure your account. Open a new eMail address and use that for your Apple ID.

1. Verify your Devices:

Verify that all devices are logged in to your account, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support

then...

2. Modify your Credentials:

Having been stollen, someone lily has your credentials. So, by all means, modifying them.
