Really going to need to know what device you’re using, including which version, because you may be trying to download incompatible software. Example: iPhone 6 or iPad 2, etc.

Any device running iOS 12.5.5 will not be compatible with iOS 13 or higher. It can be updated to iOS 12.5.6.
