how do i change country in appstore?

I have two phones. Can I keep iphone x one region and iphone 13 another? And how to change the region if he writes that while the money is in the account, I cannot do this? What happens if I enter a new Apple ID? Will photos and contacts and all settings disappear?

iPhone X, iOS 16

You can keep the phones in different regions, but the phones will have to have different Apple IDs, at least for the App Store/iTunes.

Buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account. See the Apple Support articles below for contact information.

When changing to the new ID, make sure you turn off Find My Phone before signing out of the old ID. Once signed out and Find My Phone is off, then sign in with the new ID, then turn Find My Phone back on. There may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed.
