if i don’t have a macbook can i restore my iphone for backup on my ipad?

No. You may not backup your iPhone on your iPad. You cannot restore your iPhone from your iPad.

You do not need a Mac. You can use a Windows PC , if you have one, to backup and restore your iPhone.
