How much free storage space do you have on the 12 Pro Max? I would suggest clearing some space on the 11 and trying again, go to Settings > General > iPhone Storage and see if there are any recommendations to save space.

Yes, that is too close, see if you can get the 11 down to 233. If you have recommendations under iPhone Storage that is the best way to recover space.
