My new payment method is not being accepted

I’m trying to download apps in the the Apple Store but it’s saying I need a new payment method and isn’t accepting me card which works on any other account, I do not have any active subscriptions so I do not know why this is happening

Possible fixes.   Fix ‘Your Payment Method Was Declined’ Error In App Store.  -
