I have old iPad IOS 9.3.5(13G36) Version, I don't download new app. please help me.

Very sorry, it is not possible.
Outdated iPad (& iPhone) no longer meets the requirements for many apps.
Most apps requires iPadOS 12 (iOS 12) or later.
For example:
WhatsApp requires iOS 12.0 or later.
Snapchat & YouTube requires iOS 12.0 or later.
Facebook requires iPadOS 13.4 or later.
Netflix requires iOS 15.0 / iPadOS 15.0 or later.
Considering a newer type of iPad?
