Safari is built in to all iPhones and cannot be deleted.

Its an icon that looks like this:

If its not on a home screen, look for it on the App Library and drag it back to a Home Screen: link-> Find your apps in App Library on iPhone - Apple Support

If that's not the issue, please explain what exactly is happening in as much detail as possible.
