Apple ID Preferences error

I just bought a new Macbook Air M2, only about two weeks old. Ever since I set it up I have been getting an error when I go to System Preferences and try to open the Apple ID Preferences. It comes up: "Preferences error Could not load Apple ID preference pane." I did a google search, booting to "safe mode" has not worked so don't suggest it. Also, I cannot open the App Store! Which means I cannot download XCode, which I need. I can't find any other resolutions. can anyone help?

Thanks Old Toad. Long story short, when I tried the OS reinstall it wouldn’t work because it said it couldn’t find an administrator account, which was weird because I checked and my account was an administrator. So I created a new account, made it an administrator at which point it wanted to apply updates which I did. Afterward, both accounts work fine! No more preference errors. Only thing is, now I have two accounts using the same Apple ID. 🤷🏻 At least it’s working! Thanks again!
