Generally, you cannot.


In iOS 16, tap edit and you may find recently deleted messages.


In older iOS versions: If messages in iCloud is enabled, messages are permanently erased once deleted. Otherwise, if you have a device backup that contains the message, you can factory reset and delete your device and restore it using your backup.
