New Mac Music library

I am setting up a new Mac Book Pro and in setting up Music I want to be able to use only the Cloud and not have to connect an external drive to house all of the downloaded music (which is where all of the Music was stored on my old Mac). I have been able to sign into my account on a bunch of other Macs and play music this way but for some reason with this new Mac all the songs have exclamation marks attached to them, since it seems to want to look for the actual file and not the Cloud source. I would like to just simply run this Mac from Cloud stored Music and not have it be the primary home for all of the Music files. how do I accomplish this> any help would be great

It would appear that you have copied over the Music library but don't have your external drive connected with the source files. You could either select what you see, right-click, and choose Remove Download from the context menu, or you could create a new empty library and enable sync library within it. It somewhat depends if you're retaining the old Mac for those occasions when you want access to the physical files, or if you might need to access them from this new computer at some point down the line.
