On your iPhone:

Settings > Messages > Text Message Forwarding - set to OFF - and/or explicitly disable your iPad from the list of devices.

You might also consider disabling Messages in iCloud is enabled on your iPad:

Settings > [Your Name / AppleID] > Messages - set to OFF
