Ensure that you have enabled Keychain in iCloud on both the old and new iPad:

iPadOS15 and earlier:

Settings > [Your Name / AppleID] > iCloud > Keychain > iCloud Keychain - set to ON

iPadOS16:

Settings > [Your Name / AppleID] > iCloud > Passwords & Keychain > Sync this iPad - set to ON
